Cecil Thoms fired
Communications director in the Ministry of Agriculture, Cecil Thoms, was yesterday dumped from his post with immediate effect.
Thoms firing took place a day after Director of Public Prosecutions (DPP) Paula Llewellyn recommended mediation in the matter which developed from allegations that he had secretly recorded junior agriculture minister Ian Hayles’ conversations.
Hayles, who claimed there were also recordings of Agriculture Minister Roger Clarke and Permanent Secretary Donovan Stanberry, had reported the matter to the police.
However, in a detailed ruling Tuesday, Llewellyn said the investigating officer had told both Thoms and Hayles that the matter was a civil one.
In her ruling, the DPP said there was no basis for criminal prosecution in the matter, and suggested that the relevant department deal with the case, giving due regard to the principles of natural justice.
