South Africa commits $2bn in IMF firewall

President Jacob Zuma has committed some of South Africa’s reserves to an International Monetary Fund ‘firewall’ meant to prevent future financial crises.
South Africa has committed $2bn (about R16.58bn) to an International Monetary Fund (IMF) firewall meant to prevent future financial crises, the Treasury said on Tuesday
“Along with fellow members of the G20, South Africa announced in Los Cabos today that it is committed to supporting the IMF’s firewall fund, and will be investing $2 billion of its reserves towards this effort. The funds used for this purpose would be considered part of South Africa’s foreign reserves.”
This as the crisis centred in Europe persists and is affecting the rest of world, with global growth having slowed and unemployment rising.
At the G20 Summit in Cannes in November 2011, leaders agreed to increase the resources of the IMF so it can serve as a backstop in the event of further deterioration in the Eurozone situation.
The money will be drawn down only if it is needed.
“They [funds] will be drawn down only if they are needed and only after other resources have been depleted. The funds will be invested and earn interest, and would only be drawn down in emergency circumstances. If the funds are drawn down, they will ultimately be repaid and they will continue to earn interest over this period,” said the Presidency.
The resources could be used by all members of the IMF to stave off the risk of another financial crisis, which would likely lead to a sharp global slowdown and rising unemployment.
In April 2012, G20 countries and a significant number of other IMF members confirmed their participation in this effort. Commitments to increase IMF resources exceed $430 billion. The funds will be available for the whole IMF membership and will not be earmarked for any particular region.
The resources would be channelled through temporary bilateral loans and note purchase agreements to the IMF’s General Resources Account.
“South Africa’s participation in this resourcing exercise anticipates that all the quota and voice reforms agreed upon in 2010 will be fully implemented in a timely manner, including a comprehensive reform of voting power and reform of quota shares,” noted the Presidency.
Previous meetings had also called for the speedy implementation of the IMF’s 2010 quota reform plan, which would not only shift more quotas to the emerging economies, but also enhance their representation inside the IMF.
South Africa is the only African country participating in the meeting of the 20 most powerful leaders and will seek to remind the world about the continent’s development agenda. Its participation among others is informed by the goal of achieving a better Africa and contributing to a better and just world.
China and New Zealand were among other countries at the summit – which concludes today – who also announced their contributions to the IMF.
President Jacob Zuma, who is attending the summit together with Finance Minister Pravin Gordhan, has previously said that the continuing vulnerability of several larger European economies presents serious negative implications for the global economy and has urged Europe to work together to resolve the debt problems which have created volatility and uncertainty in the world economy.
South Africa will be urging G20 members to put the interest of the global economy ahead of short-term national interests, and that the crisis in the Eurozone must not push development issues to the bottom of the G20 agenda.

Security sources conflict reports, saying Mubarak is unconscious and on a respirator but not clinically dead; reports follow announcement that ex-Egyptian president suffered stroke and was moved to military hospital.

“Former president Hosni Mubarak has clinically died following his arrival at Maadi military hospital on Tuesday evening,” MENA said, quoting medical sources.

“Mubarak’s heart stopped beating and was subjected to a defibrillator several times but did not respond.”

In conflicting reports, two security sources said Mubarak is unconscious and on a respirator but is not clinically dead. “He is completely unconscious. He is using artificial respiration,” one military source told Reuters, after the state news agency reported he was clinically dead after being taken from a prison medical facility to a military hospital.

Another separate security source gave the same account and dismissed the report issued by the state news agency saying: “It is still early to say that he is clinically dead.”

The reports come just as a potentially explosive fight opened over who will succeed him as president, with both candidates claiming to have won last weekend’s presidential election.

The developments add further layers to what is threatening to become a new chapter of unrest and political power struggles in Egypt, 16 months after Mubarak was ousted by a popular uprising demanding democracy.

The campaign of Mubarak’s former prime minister, Ahmed Shafiq, said Tuesday he has won Egypt’s presidential election, countering the Muslim Brotherhood’s claim of victory for its candidate, Mohammed Morsi.

The election commission is to announce the official final results on Thursday and no matter who it names as victor, his rival is likely to reject the result as a fraud. If Shafiq is declared winner in particular, it could spark an explosive backlash from the Brotherhood.

Man Beheads Lover After Making Love To Her – Claims She Fell Down from the Chair and Died
The Oyo State Police Command, Eleyele in Ibadan have paraded two suspects who allegedly killed a 42-year old woman, Mrs. Sekinat Emiola.

One of the suspects, Asimiyu Ayantayo the lover of the deceased allegedly beheaded her and cut off her two hands after making love with her.

But the suspect claimed that the deceased died as a result of the killer charm(magun)that was placed on her by another man.

According to him, after love-making with the deceased, she, possibly, under the spell of magun, somersaulted and died.

But, when asked why he beheaded her after killing her, he said he never wanted to use her for rituals but to make it impossible for residents in the area to identify her.

He said: “She was my mistress. I contacted magun on her during love-making. She wanted to somersault but I helped her. Then she started vomiting after the act and she fell down from the chair and died. It was then I beheaded her and cut off her two hands. I don’t need the body parts for anything and I did nothing with it.”

His accomplice, Mr. Isiaka Akanbi, also denied involvement in the act, saying his friend only sent him to buy a sack for him but did not know the purpose for which he needed it.

The parade of the suspects attracted many sympathizers at Eleyele area who thronged the State Police headquarters to catch the glimpse of the suspect and the gory picture of head and the hands that were severed by the suspects.

Speaking with newsmen on the incident, the Oyo State Police Commissioner, Mr. Tambari Mohammed the neighbor of the deceased alerted the police about a headless body dumped in the area.
