Dover woman receives 12.5 pounds of pot in mail, arrested

DOVER – A 38-year-old Dover woman who received 12.5 pounds of marijuana in the mail Tuesday was arrested at a Hitching Post Drive residence after opening the package, court records said.
The mail parcel, addressed to Sheriana W. Peart, was first intercepted by the United States Postal Service before home delivery and taken to the Dover Police Department for suspected illegal drugs, the affidavit of probable cause said.
Police opened the package, records said, and found one compressed ball of suspected marijuana. A test was positive and the drug weighed in at approximately 12.5 pounds, according to court papers.
The Dover PD then equipped the parcel with an electronic monitoring device, records said, which would alert officers when the mail was opened. The package was then delivered to the residence in the first block of Hitching Post Drive.
At 3:57 p.m., the device alerted police that the package had been opened inside the residence, records said.
The Dover PD Special Operations Response Team (SORT) then executed a search warrant at the residence, making contact with Ms. Peart and two juveniles.
Police said in documents that Mr. Peart later admitted to opening the package. Further investigation revealed that Mr. Peart had conspired with an unknown Arizona resident to send the marijuana to Dover, records said.
Ms. Peart was identified by a State of Pennsylvania Driver’s License photo, police said.
Charges included possession of Tier 5 quantity marijuana, second-degree conspiracy, two counts of endangering the welfare of a child and possession of drug paraphernalia.
Ms. Peart was arraigned via video phone at JP Court 2 in Rehoboth Beach and committed to the Delores J. Baylor Women’s Correctional Facility in New Castle on an $18,000 secured bond.
The juveniles were taken by a relative, Dover PD Capt. Tim Stump said.
The case was the second in less than a month involving a large amount of marijuana being mailed to a Dover resident from a western state.
On Feb. 13, a 63-year-old man was charged by state police after he allegedly mailed four pounds of marijuana to himself while in California was arrested when it arrived at his Dover home.
Larry Feldman was at his residence in the 100 block of Midessa Crossing when the shipment arrived via a Fed-Ex package at 7:25 p.m., according to the affidavit of probable cause.
Police said in court papers that a Fed-Ex package with a shipping label addressed to Mr. Feldman contained approximately 4.135 pounds of marijuana, which field tested positive.
